Se ordenó remitir el expediente contentivo de la tutela promovida por el ciudadano de la referencia al Tribunal Superior del Distrito Judicial de Buga –Sala Civil- para que tramite y decida en forma inmediata, toda vez que es claro que el actor interpuso esta acción antes de que se profiriera el fallo del Consejo de Estado en relación con el Decreto 1382 de 2000.
Por ello ha de darse aplicación al Art. 86 de la Constitución Política, en armonía con lo dispuesto por el Art. 37 del Decreto 2591 de 1991 para que de esta acción de tutela conozca y decida el citado Tribunal, como quiera que el actor optó por interponerla en este despacho judicial.
